1.      Call to Order
        Chairman Ray Collins called the regularly scheduled meeting of the Old Saybrook Harbor Management Commission to order at 7:00 p.m.

2.      Roll Call

Jim Mitchell, Deputy Harbor Master, Dock Master
        Earl Endrich, Harbor Master

3.      Public with Business Before the Commission- none

4.      Minutes of March 10, 2009

Motion - Dick Goduti moved to approve the minutes of the March 10, 2009 meeting, Ray Collins seconded
4-0-0 motion to approve unanimously approved

5.      North Cove

Dredge update - dredgers hope to be done at the end of April

Clothesline - The Chairman received a call from a permit owner at the clth4esline area who offered to clean up the area. The Chairman called the outhaul permit holder and said he had no problem with the permit holders cleaning the area.
Dick Goduti expressed some concern about some people working and some people not working at the clothesline area. He also does not want the Commission to feel that they are being held hostage by people who did the cleaning when it comes time to increase the permit fee.

Jim Mitchell said he asked the lawn care guy to cut the bamboo down at the launch ramp at North Cove and if there were any large logs at the clothesline area that  he remove those  as well.

Motion- Peter Fredrickson moved to allow the volunteers to clean the clothesline areas, Ray Collins seconded
3-1-0 motion approved, Dick Goduti opposed.

6.      Ferry Dock
Jan Wilcox did not attend. Dick Goduti brought a copy of the town ordinance 209-10F which does not allow the Commission to rent the face.

STEAP grant update - Gary Sharpe is meeting with Cheryl Chase at the end of the month.

7.      Harbor Master Report- none

8.      Deputy Harbor Master /Dock Master Report -

Jim Mitchell brought Brian Blank's mooring permit to the meeting to ask if the mooring permit can be used as a guest mooring Commission policies do not allow individuals to have guest moorings.

April 13th Ross Byrne letter received requesting a return of his $ 200 deposit due to his health.

Motion - Pete Fredrickson moved that the Commission return the dock fee of $ 200.000, Ray Collins seconded
4-0-0 motion unanimously approved

9.      New Business

        Bisson dock application -
Pete Fredrickson has a problem with the Bisson dock application. He believes the applicant is moving the dock ten feet closed to the channel and the channel is at its narrowest spot; this impacts on the safety of small craft such as kayaks, small sailing craft and dinghies. Peter would like the Commission to send a letter to
DEP stating that the Commission has a problem with the applicant taking away 10 feet of navigable water from the shallow craft.

Motion - Peter Fredrickson moved to write a letter to DEP, Dick Goduti seconded
4-0-0 motion approved unanimously

Clerk's memo from last month regarding her home office expenses- Discussion

Ray Collins went to the Harbor Master Meeting and talked with a sales man
for an on-line mooring program. Jim Mitchell and the clerk will review.

Ray Collins called Marcy at DEP regarding the harbor management plan changes and she will not be at her desk until April 20.

North Cove subcommittee - George Wall is considering that the subcommittee may need a new member.

Ruth Hockert will call the marinas regarding setting up meetings.

Mr.  Collins asked Mr. Goduti if he appealed the FOI decision, he did not.

David Franson gave up his mooring and wants his money back. His fe will be returned when the mooring slot is filled.

Motion- Dick Goduti moved that from this time forward that with the finalization of the list that there be no refunds, Peter Fredrickson seconded (the date March 1 was proposed)
5-0-0 motion approved unanimously

Fishermen complained to DEP regarding scow in the river. The dredgers anticipate being done by the end of April.

10.     Invoice

Motion - Dick Goduti moved to pay the submitted bills, George Wall seconds
5-0-0 motion approved unanimously


11.     Adjournment

        Motion - Dick Goduti moved to adjourn at 7:55 p.m.
